INTRODUCTION
On the 28th of February, 2024 the President of the Federal Republic of Nigeria and Minister of Petroleum Resources, President Bola Ahmed Tinubu GCFR signed three Policy Directives to guide the practice of contract, fiscal and local content in the Nigerian Energy Industry.
Six months after its Assent, the policy has affected the Industry both positively and negatively.
This Retreat of Energy Lawyers would focus on extensively analyzing the effects of these policies to the Indus and proffering way forward.

Sesan Sulaiman is a Partner in the Dispute Resolution and Tax practice groups. Sesan is a multi-sectorial expert with superior understanding of commercial and fiscal issues in Nigeria especially in the oil and gas industry. She has in-depth experience in direct and indirect taxation, international taxation, tax planning and structuring for oil and gas financing, upstream and midstream development transactions, free trade zone operations, tax incentives and concessions, market entry considerations, negotiations and settlements with tax authorities, international tax dispute resolution, international arbitration, and related compliance guidance. David Editang has over 20 years of work experience spanning the Upstream, Midstream and Downstream sectors respectively. David holds several certifications and affiliations, including the Nigerian Gas Association (NGA), Certified Professional in Nigerian Content Management, the Society of Exploration Geologist (SEG), Certified Professional in Nigerian Content Development Management (CPNCDM), Fellow of the Institute of Management Consultants (FIMC), and Certified Management Consultants (CMC), David has attended several national and international certificate courses from the University of London Business School, John Hopkins University, University of New York, Copenhagen Business School, University of Virginia, University of California, Haute École De Commerce De Paris amongst others. David started his early career in the Nigerian Energy industry from Tatnet Geodata Geophysical Company Ltd were he garnered cutting edge industry skills and experience. He moved on to other organizations where he got diverse experience across the entire Energy industry value chain. He is well-versed in negotiating industry contract, business strategy, business development, Nigerian Content and strong track records of closing commercial deals. Through his Energy industry experience, David has been part of many Legacy projects in Nigerian and a sought-out conference speaker for major National and International Energy conferences. David repeated his achievements at his previous employment with MG Vowgas Group, where he led the company’s Nigerian Content strategy in the Energy business and established MG Vowgas as a prominent Indigenous player in the Energy sector. He held the post of Advisor, Nigerian Content Development. Dr. Wisdom Enang
Engr. (Dr.) Wisdom Enang is a quintessential leader, technocrat and astute scholar. He obtained his Undergraduate, Masters and Doctorate degrees in Mechanical Engineering from the University of Bath, a leading institution in engineering, in the UK.
He currently serves as an Energy Consultant and a Senior Analyst, to a number of International Energy Companies, and Energy Media Outlets. He also serves as an adjunct Professor of Energy Engineering with the University of North Dakota USA. Prior to this, Dr. Enang oversaw the operations and maintenance of 24 shallow water oil and gas assets in Nigeria. He also served as an engineering technical lead, responsible for the project management and design engineering oversight for more than 20 oil and gas execution projects between 2015 and 2020. Dr. Enang is a Chartered Engineer with the Institution of Mechanical Engineers UK; a Fellow of the Nigerian Society of Engineers; a Fellow of the Nigerian Institute of Safety Engineers; an International Fellow of the Occupational Safety and Health Association of the UK; and an internationally published expert in the field of engineering. His areas of research include carbon capture; energy economics; operations integrity management; oil and gas policy formulation and implementation; enhanced oil recovery; and operations digitization. In addition to providing technical advice on the Nigerian “Oil and gas industry reform programme”, Dr. Wisdom is also a public commentator within the Petroleum and Natural Resources Sectors, covering the following topics: He is a renowned expert, whose contributions to the development of oil and gas in Nigeria has been featured in a number of public communication media. Mofesomo Tayo-Oyetibo SAN
Mofesomo Tayo-Oyetibo is a Partner at the leading Nigerian law firm of Tayo Oyetibo LP, where he heads the Firm’s Arbitration and Commercial Litigation practice. Okezi Okah-Avae
Okezi has practiced as a general legal and regulatory compliance adviser in the Oil & Gas and Energy Sectors for more than twelve (12) years. His work experience has also covered infrastructure and project finance, corporate restructuring, investment banking, private equity, mergers & acquisition. He has secured both Bachelors of Law (LL.B) from the University of Lagos in 2006 and a Master’s Degree in Oil & Gas Law from the University of Aberdeen, United Kingdom in 2010. He is currently the GeneralCounsel at Tetracore Energy Group and the Secretary of the board. Okezi oversaw all engagements with the now-defunct Department of Petroleum Resources (DPR), the Ministry of Environment, the NNPC Gas Infrastructure Company, the Federal Inland Revenue Services etc., in securing the requisite regulatory permits/consents for all gas supply/delivery projects and gas to power projects of the company. Oluwadare Agbelese
Group Head, Legal and Supply Chain Management He has been involved in the drafting and review of several key commercial agreements across Waltersmith’s upstream and midstream businesses, including the acquisition of 100% interests in PPL 243 (Assa) and the contracting for the Engineering Procurement and Construction of additional capacity for the Waltersmith Modular Refinery. He is also involved in Group-wide regulatory compliance monitoring and reporting and has ensured adherence to proper corporate governance practices across the board. In addition to his legal and compliance functions, Dare also heads the Group’s Supply Chain Management unit and coordinates the Group’s regulatory advocacy efforts. He is a graduate of law from the University of Jos and the Nigerian Law School. He also obtained a master’s degree in Energy Law and Policy from the Centre for Energy, Petroleum and Mineral Law and Policy, University of Dundee.
